A constitution is a set of written or unwritten rules that decide how a country or other organisation is governed. National constitutions determine the rights and duties of the rulers and the people. Constitutions of democratic countries guarantee basic freedoms like ensuring hopefully that citizens can’t be arrested or imprisoned without due process of law, preventing Double-Jeopardy and the like.

When Americans speak about the Constitution they usually mean the Constitution of the United States
